GRANT CONTRACT: EIDHR/2020/421-285 Project Title: Somali Election Governance Transparency & Accountability Project (SEGTAP) Target Districts Bossaso, Garowe Galkaio, Qardho , Eyl, Ufeyn Districts Project Goal The main objective of the action is to promote accountable and inclusive socio- political and electoral governance in Puntland that is responsive to the socio- political and economic development needs of the State of Puntland. Specific Objectives 1. To enhance stakeholder awareness and voter knowledge on Puntland-s democratization for effective participation in electoral processes. 2. To enhance the capacity of civic society actors to monitor accountability and transparency in Puntland-s democratization process. 3. To promote multi-stakeholder dialogue in Puntland-s democratization process with a focus on enhancing the voices of excluded and marginalized groups i.e. women, IDPs, refuges/returnees, PWD, youth and minority groups Expected Outcomes EO 1.1: Over 500,000 Somalis of voter age receive standardized voter education messages provided by Somali CSOs. EO 1.2: Citizen Access democratic rights due to an enhanced understanding and engagement / participation in the Regional electoral / democratic processes in Somalia. EO 2.1: Somali NSAs support and monitor delivery of free and fair elections through collaborative monitoring of federal and regional level electoral and democratic processes. EO 2.2: Somali NSAs support consensus building through multi-stakeholder engagement of electoral agencies and political actors. EO 3.1: Women, youth, the disabled and minority clan representatives adequately represented and engaged in the Regional Democratic Process. It established in October 1991 after the collapse central government of Somalia. KAALO has being serving 30 years for the crises effected communities in Somalia included displaced women, children and elderly peoples through different lifesaving, Resilience and development programs. KAALO has been involved in different sectors which included education, health, WASH, livelihoods, environmental management and Protection with successful record in implementing more than 100 programs and projects in Somalia. Since 2018, KAALO-s new strategic Plan focused and prioritized three main sectors: Food security and livelihoods, Water sanitation and hygiene, and Protection and human rights. These are key thematic areas in both humanitarian and development interventions. KAALO operates in most of Somali regions in all federal member states. KAALO recently secured from European Union A project titled Somali Election Governance Transparency & Accountability Project (SEGTAP) with co applicants in Puntland Development research Centres ( PDRC) and Puntland None state Actors ( PUNSAA) Description of project Somali Election Governance Transparency & Accountability Project (SEGTAP) in Puntland state of Somalia is a 30-month project that aims to promote accountable and inclusive socio-political and electoral governance in Puntland that is responsive to the socio-political and economic development needs of the State of Puntland. The project is funded by the European Union (EU) and implemented by KAALO Aid Development, Puntland Development Research Centres ( PDRC), Puntland Non state Actors ( PUNSAA) in Puntland. The project will a work closely with the Puntland Transitional Electoral Commission (TPEC) as line government reporting. 1.1 Specific Objectives of project To enhance stakeholder awareness and voter knowledge on Puntland-s democratization for effective participation in electoral processes. To enhance the capacity of civic society actors to monitor accountability and transparency in Puntland-s democratization process. To promote multi-stakeholder dialogue in Puntland-s democratization process with a focus on enhancing the voices of excluded and marginalized groups i.e. women, IDPs, refuges/returnees, PWD, youth and minority groups Target locations Project Targets voter age persons, marginalized groups i.e. women, IDPs, refuges/returnees, PWD, youth and minority groups, CSOs. Electoral bodies, and political associations. Baseline target Audiences The baseline is intended for project team, community people and stakeholders (government, non government, etc) as well as CSOs to understand the current situation and gaps for promoting accountable and inclusive socio-political and electoral governance in Puntland that is responsive to the socio-political and economic development needs of the State of Puntland. Baseline Purpose and Objectives A baseline assessment will be completed at the start of the project, with local stakeholders, to measure the status of all indicators and to understand the starting point of key elements of the work against which later progress will be measured. . This will enable project indicators at output and goal/outcome level to be measured and tracked. The objective of the baseline survey is described to assess stakeholder awareness and voter knowledge on Puntland-s democratization for effective participation in electoral processes, the capacity of civic society actors to monitor accountability and transparency in Puntland-s democratization process and multi-stakeholder dialogue in Puntland-s democratization process with a focus on enhancing the voices of excluded and marginalized groups i.e. women, IDPs, refuges/returnees, PWD, youth and minority groups. Methodology KAALO will select a local research consultant/institution to conduct the baseline survey. The selected research consultant will be required to prepare detailed research methodology in partnership with KAALO . Baseline survey will be proposed to apply both quantitative and qualitative data collection methods based on indicators . A total of 6 districts will be targets areas for this baseline survey. Quantitative data collection methods Base of this survey is the project logframe. Project team is intended to have baseline data at goal, outcome and if applicable, output levels. Possible key respondents or data sources are initially determined by project team; however the detailed data source and methods, and full questionnaires are required from consultant team. HH survey and FGDS, KII will be based on Project Goals objectives and their indicators. Document Review The baseline team will use all project documents. Once selected, the project team provide the documents. Also secondary data sources will be used for further data analysis. Data analysis and interpretation Primary data and data analysis process will be disaggregated by the sex and target khoroos. Collected data will be processed using the SPSS statistical data analysis software. Draft findings will be presented with project team and key partners to validate.
