  • Tenders are invited for Consultancy for Conflict Assessment Assignment Adan Yabaal and Moqokori, Hirshabelle State of Somalia Closing Date: 29 Jul 2023 Type: Consultancy Background The Nordic International Support (NIS) Foundation is a Norwegian-registered non-profit organization headquartered in Oslo engaged in stabilization and reconciliation initiatives in conflict and post-conflict societies in different countries. Our primary areas of intervention are institutional development, public service delivery, and conflict resolutions. Since 2011, NIS has successfully implemented more than 80 projects with more than 300 interventions in 53 locations Somalia with funding from multiple donors. NIS Somalia has its main office in Mogadishu and has prominent presence in all major regions of the country. Currently, NIS Foundation is implementing the Supporting Reconciliation and Trust-building (SRT) funded by the Government of Norway and Rapid Nationwide Stabilization (RNS) funded by the European Union to support the implementation of the National Reconciliation Framework and Nation Stabilization Strategy. Recently, NIS received a request from Hirshabelle authorities to support conducting local conflict resolutions in the area of the Adan Yabaal and Moqokori districts. The proposed reconciliation activity is part of multiple reconciliation interventions to support the government of Somalia targeting Hirshabelle (Adan Yabaal and Moqokori), Galmudug (Xarardhere or Ceel dheer), Southwest (TBD) and Jubaland (TBD). The reconciliation interventions will be implemented in connection with peace dividend and economic recovery interventions. Before the implementation of the proposed local reconciliation, it became necessary to conduct a rapid conflict assessment in the area to provide insights and better understanding of the root causes and ways and means to resolve recurrent conflicts in Adan Yabaal and Moqokori districts. Conflict inAdaan Yabaal and Moqokori Districts After the liberation of Adan Yabaal and Moqokori districts from Al Shabab-s more than 15-year control, the area has been prioritized for conflict prevention and resolution and implementation of a more solid/comprehensive reconciliation activity, including having reconciliation forums on both sides of the corridor. This area has seen many conflicts in the past between two neighboring communities. There have been no serious efforts to resolve the long-standing resource-based conflicts. According to state authorities, a multi-source conflict could be exacerbated by the existence of heavily armed clan militias on both sides of the corridor between the two districts. Assignment Rationale Peacebuilding in newly liberated areas is closely linked to social cohesion and reconciliation as inter-clan conflicts continue to hinder the peace and development processes in these areas. Community healing is expected to contribute to local power-sharing arrangements acceptable to both sides, improved service delivery, and improved local economic development. The Reconciliation would also strengthen the capacity of local authorities and key social groups (traditional peacemakers) and equip them with the knowledge and skills to resolve local conflicts and foster community-based dialogue. This intervention will also enhance the inclusivity and legitimacy of local institutions and enable local leaders to exercise their leadership and contribute to reconciliation and social harmony by breaking down isolation, polarisation, division, prejudices, and mistrust between respective communities. Finally, reconciliation and dialogue lead to a more suitable environment for other stabilization projects and to identify common developmental priorities and cooperate to implement these projects. Scope of Work The assignment will be conducted districtwide in Adan Yabaal and Moqokori districts and will be equitably participated by the two communities residing in the above-mentioned districts. The recruited consultant is expected to perform the following specific key activities: The consultant should work to develop appropriate methodologies and data collection tools. The consultant should map out main stakeholders and interest groups in social, political, economic, and cultural domains in the districts who should contribute to the subsequent reconciliation and mediation interventions to be launched. The consultant should document all existing conflict dynamics, root causes, the actors involved, tensions, conflict drivers as well as capacities of local actors in peacebuilding through a thorough analysis of the current context. Specify and recommend a location acceptable to all parties involved for the reconciliation and mediation forums and give meaningful inputs on its accessibility and security status. The consultant should produce a high-quality assessment report and should specifically document effects of conflicts on women, youth (both female and male) and other disadvantaged groups separately in terms of risks and impact, participation in peacebuilding processes, negotiations, and decision-making processes. Methodology and Technical Approach The methodology and technical approach of this study will be largely qualitative in nature allowing for the use of data collection methods, such as desk/literature reviews, focus group discussions, observations, and key informant interviews. The consultant will have meetings with community members, government officials, religious leaders, clan elders and other relevant stakeholders during the assignment. The consultant will also ensure that the data collection processes are participatory and inclusive. Key Deliverables Inception report including a detailed process and methodology, data collection tools, and timelines that will be followed. Implementation of five-day field work with the objective of collecting comprehensive and quality data from the field. Carry out data formulation and data analysis and draft an assessment report detailing the process, findings and analysis, conclusions, and recommendations of the analysis. Presentation on the findings and recommendations of the conflict assessment to NIS Foundation program team and major stakeholders (Hirshabelle State). A final study report document incorporating feedback from the presentation. Assignment Duration The consultant will be hired for 15 working days for the tentative period of 15 Aug-30 Aug 2023. Required Qualifications and Capacity NIS Foundation is seeking a local consultant with the following qualifications: A master-s degree level of education in peace and conflict studies, social sciences, economics, business and public administrations, or another relevant field. Academic, research, or consulting experience in rural communities is highly preferred. At least five (5) years of relevant work experience in research and socio-economic analysis. Demonstrated ability to engage in community leaders and traditional peacemakers is required. Excellent English and Somali communication, reporting and editorial skills are required. Relevant experience in reconciliation, peacebuilding, and local conflict analysis.
