  • Tenders are invited for Consultancy Services in Curriculum and Syllabus Development for IWRM Academic Education in Somalia. UNDP Somalia and the Swedish International Development Agency (SIDA) have signed an agreement to build the capacity of the Federal Government of Somalia (FGS) and the Federal Member States (FMS) with an overarching focus on promoting resilience of the water-stressed, ecologically-fragile, and disaster vulnerable communities in the country. The project promotes an integrated approach and addresses capacity gaps and national priorities for Water, environment, and disaster risk management. It unleashes the potential of their synergies into a coherent and more integrated programming framework. Institutional and human capacity in water related subjects is scarce in Somalia. As there are no opportunities to study and earn degrees in programs like integrated water resources management, data and information management, water and socioeconomic development, basin management, water engineering, water economics, and utility management within the country, those with required capacity are both few and have earned their degrees abroad. Each year the country spends large sums on sending students abroad for higher studies, or witnesses how short-term seminars and workshops are being organized to address long-term learning needs. This is not a feasible approach, and it does not benefit long-term development in Somalia. Somalia has to establish its own system of educating and training people for future needs within the water sector. Seminars and workshops are also needed, but then for well-focused specific issues linked to a certain skill or professional training, i.e., issues that can be addressed well over a few days or weeks. At the moments many universities and colleges exist in Somalia. They provide education and training in many topics close to “water”, like agriculture, engineering, economics, development and resilience, but not one has a program - neither at Bachelor-s or Master-s level - focusing specifically at educating students and give them capacity to address the country-s huge and upcoming water challenge. In addition, the quality of education is sometimes inadequate. The education and training this initiative focus on will give much attention to maintain a good, international standard on all components and activities performed.** The academic program described in this project focuses on establishing and running a Master of Science (MSc) program in Integrated Water Resources Management. That provides a general, broad education in water, “a little bit of everything”, addressing many needs in Somalia but far from all. Obviously, many more needs exist. For example, a first Bachelor of Science (BSc) education in water and development, and MSc programs in e.g., groundwater development and management, water and sanitation, water and economics, data and information management, and utility management. This first academic initiative aims to achieve two main results, to (i) establish a structure for water education at a Somalia university, where additional focuses can be added at a low cost and easy work, and to (ii) establish and run a MSc program in IWRM and graduate students with an international standard in IWRM capacity The project builds on past experiences, complements the ongoing national efforts under the National Development Plan (NDP-9), and calls for an integrated approach to deliver results on the ground in the areas of integrated water resources management, environmental governance, and disaster risk management.
