The Somalia Stability Fund (SSF) has set aside funds to be used to cover eligible payments under a milestone/deliverable based contract awarded to the selected firm under this Request for Proposal (RFP). SSF is looking to award no more than one (1) contract through this solicitation process. 2. SSF now invites bids (“Bids”) from eligible and qualified entities (“Bidders”) to provide the Consultancy referenced above, which is being offered as a milestone deliverablesbased contract where reimbursables will be paid on verifiable actual expenses within the unit, subtotal and total costs as indicated in the final proposal submitted and accepted by SSF 3. This Request for Proposals will use the Quality and Cost Based Selection (QCBS) system of evaluation. It is open to all eligible bidders who meet the following minimum requirements • The bidder is registered as a legal entity and is tax compliant in the country /jurisdiction where they are registered. Documentation is to be provided. • Provide a minimum of three (3) references for provision of similar services (bidder to provide name of organisation, brief description of service, point of contact, contact number, email address) that SSF may contact for a reference. To be provided in Form TECH-5 Once the bidder has met the minimum eligibility requirements, proposals will be scored as follows: • For Quality and Cost Based Selection (QCBS). Bidders whose technical proposal meet the minimum technical pass score of 60 points will have their financial proposals evaluated. • For financial proposal evaluation, unit rates of key personnel will be evaluated and rates that are consistent with market rates and are within a competitive range will be awarded the maximum score. • Proposals will be ranked according to their combined technical (St) and financial (Sf) scores using the weights o T= the weight given to the technical proposal o P= the weight given to the financial proposal o T+P= 100 points indicated in Section 2 o S = (St ×T%) + (SF ×P%) • The bidder achieving the highest combined technical and financial score (s) will be considered further for contracting. 2 | P a g e 4. Bidder(s) needs to provide contact information for at least three (3) references that can provide substantial input about the type of work performed and confirm the quality of the work experience listed in Form TECH-4. SSF may contact other sources as well as to check references and past performance as provided in Form TECH - 4. SSF reserves the right to proceed or reject bidder(s) depending on the outcome of this assessment. The findings of this assessment will be kept confidential and used internally for the purposes of this evaluation. SSF is not obliged to share this information to the bidder/s in question or any other entities. 5. SSF will undertake a due diligence assessment and screening on the preferred Bidder to include reference checks. Bidder will be shared ASI-s Third Party Screening Questionnaire to complete in order to process the assessment and screening. SSF reserves the right to proceed or reject Bidder(s) depending on the outcome of this assessment and consider the next ranked bidder. The findings of this assessment will be kept confidential and used internally for the purposes of this evaluation. 6. Please note that a pre-Proposal meeting will not be held. 7. Bidders may only associate with each other in the form of a joint venture or in a subconsultancy agreement to complement their respective areas of expertise, to enhance their capacity to successfully carry out the assignment and so long as any association is formed in accordance with the terms of the RFP. 8.
