- Expression of Interest are invited for Somalia ID Pilot Study This Terms of Reference document (TOR) is for a data collection firm (“Survey Firm”) to implement a face-to-face survey and focus group discussions that a World Bank team (“Research Team”) is planning during the National ID Registration Pilot (“pilot”) being conducted by the National Identification and Registration Authority (NIRA) in Somalia. The goal of this research is to collect key indicators on registration procedures and better understand the registration experience of enrolment officers and pilot participants.
