- The objective of this Consultancy is to provide theWorld Bank with a baseline study with proposed technical, financial,institutional, and legal options to guide the future implementation of arobust and interoperable data management system in Somalia. This is expected to be achievedthrough the following:· Assessing existingHydromet observing and information management systems and infrastructure inSomalia, identifying the gaps and needs.· Proposing options toinform the technical, financial, institutional, and legal aspects required forthe future implementation of a robust and interoperable data management system inSomalia. The focus will be ondesigning IT solutions that seamlessly gather real-time data from diversesources (River Gauging Stations and Automatic Weather Stations (AWS)), carryout quality assurance/quality control (QA/QC), display data and analysis.· Strengthening Somaliacounterparts- capabilities for the implementation and run of arobust and interoperable data management system.The Consultant will work together with the Departmentof Hydromet under MoEWR, the MoECC, as well as other stakeholders to understandconcerns about the data sharing across institutions and develop mutuallybeneficial data governance framework options, that guarantee transparency anddata security. This system will enhance the collection,analysis, and dissemination of critical meteorological and hydrological data tosupport informed decision-making for water resource management, disasterpreparedness, and climate change adaptation. This will increase the likelihood of successful datainteroperability or integration, ensure the future system will align withnational needs and foster long-term sustainability.Detailed TOR attached.
